While earning his master’s degree in English Education at the University of Tennessee, David Mullins joined Roane State as an assistant men’s basketball coach. He served from 1975–1979, helping the Raiders to two state and national tournament appearances.

Coach Mullins graduated before becoming principal of Oak Ridge High School and later returned to Roane State in 1987 as athletic director.

In the early 1990s, when women’s sports faced financial threats from NCAA budget shortfalls and realignment, Mullins preserved Roane State’s full roster of women’s sports and expanded them when possible.

In addition to coaching and administration, Mullins served on the NJCAA national basketball committee for more than a decade. He later chaired the committee and led the selection of national tournament teams for the NJCAA Championships.

Mullins also served as Chair of the Eligibility Committee for six years and was instrumental in crafting and enforcing national academic eligibility standards for student-athletes.

Through his two terms as the State and Region Chair of the TCCAA, Mullins introduced academic awards and formalized All-Academic Team listings. Under his leadership, Roane State Athletics earned the first of multiple state-level championship banners.

After retiring from Roane State in 2007, Mullins and his wife Margaret launched “Warehouse” tennis in Roane County.
